State Legislation and Federal Funding for Tutoring

In the United States, schools and districts have responded to the impact of unfinished learning by focusing on learning recovery efforts, including providing students with high-quality tutoring. Research has repeatedly shown that tutoring is the most effective intervention for addressing learning gaps.

Now, state governments have also begun enacting legislation about providing tutoring for students who struggle academically. In combination with federal funding available for learning recovery, these laws mean that schools and districts are facing new requirements—and have access to new resources—for providing tutoring at scale to address interrupted learning.

This report includes a brief overview of state legislation about tutoring, federal resources available to schools and districts for supporting tutoring, and steps that education leaders can take toward establishing tutoring programs for their communities.
